Overview: The objectives of this report are (a) to assess current housing conditions in Trinidad and Tobago, (b) to diagnose the status of its housing policy regime, and (c) to provide a set of detailed practical guidelines that could effectively, yet gradually, transform housing policy in the country. The report is meant to be used a basis for a dialogue between the Ministry of Housing and Settlements and the Inter–American Development Bank (IDB) at this time, and to assist both parties in the design of a detailed program of action on housing.
