Overview: The bureaucratic approach to the housing problem in developing countries can be termed the arithmetical approach. The arithmetical approach starts by establishing an unrealistic minimum standard for housing. This standard then creates a severe housing shortage, because most of the existing kinds of low-income housing do not meet this standard.
